Who this page covers

Gujarat has four state-owned DISCOMs under GUVNL: PGVCL (Paschim, Saurashtra and Kutch), DGVCL (Dakshin, south Gujarat), MGVCL (Madhya, central Gujarat) and UGVCL (Uttar, north Gujarat). All four bill from one GERC tariff schedule, so the rates below are the same for all four.

  • HTP-I: high-tension supply (3.3 kV and above), contract demand of 100 kVA or more, for general industrial and other use not covered by another HT category. Demand is billed in kVA.
  • LTMD: low-tension supply with an aggregate load above 40 kW. Demand is billed in kW.

Torrent Power has its own GERC tariff schedules. Ahmedabad–Gandhinagar and Surat are covered further down. Torrent’s Dahej and Dholera areas and the smaller licensees (MPSEZ Utilities in Mundra, GIFT City, AspenPark Infra Vadodara) each have a separate schedule on gercin.org.

Not in the schedule: FPPAS and electricity duty

Two more lines appear on every bill. The Fuel and Power Purchase Adjustment Surcharge (FPPAS) is set by a GERC-approved formula and changes during the year. Electricity duty is levied by the Government of Gujarat. Neither is part of the tariff schedule, so take both from your latest bill.

Worked example: a 400 kVA HTP-I plant

An illustrative plant on 11 kV supply, contract demand 400 kVA. In one month its maximum demand is 380 kVA and it uses 1,20,000 units: 30,000 in peak hours and 25,000 between 11 am and 5 pm. Its average power factor is 0.97.

What one demand spike costs on HTP-I

Suppose the same plant has one bad 15 minutes, say several heavy motors restarting together after a power cut, and maximum demand reaches 430 kVA. That is 30 kVA above contract demand. The first 400 kVA is billed at ₹150 (₹60,000), and the 30 kVA above contract demand at ₹555 (₹16,650). The demand charge goes from ₹57,000 to ₹76,650: ₹19,650 more, for one interval. Gujarat’s Supply Code also lets the DISCOM raise your contract demand if maximum demand exceeds it by 5% or more four or more times in a financial year. The MD penalty guide explains how to stop such spikes.

Power factor on HTP-I: penalty and rebate

Gujarat’s HT tariff bills in kWh, but power factor still moves the bill both ways, through a percentage of the energy charges:

  • Below 90%: 1% of energy charges for every 1% drop, down to 85%.
  • Below 85%: a further 2% for every 1% drop.
  • Above 95%: a rebate of 0.5% for every 1% rise.

On the example plant’s ₹4,80,000 of energy charges, an average power factor of 0.87 costs a 3% penalty, ₹14,400. At 0.83 it is 5% plus 4%, ₹43,200 in one month. At 0.97 the same plant earns ₹4,800 back. The power factor guide covers capacitor banks and APFC panels.

Worked example: a 100 kW LTMD plant

An illustrative LT plant with a ToD meter, contract demand 100 kW. In one month its maximum demand is 92 kW and it uses 25,000 units: 7,000 in peak hours and 5,000 between 11 am and 5 pm. Its meter records 6,000 kVArh.

Bill lineWorkingAmount
Billing demandHighest of 92, 85 (85% of 100), 692 kW
Demand charge40 × ₹90 + 20 × ₹130 + 32 × ₹195₹12,440
Energy charge25,000 units × ₹4.60₹1,15,000
Peak-hour charge7,000 units × ₹0.45₹3,150
Reactive energy charge6,000 kVArh × ₹0.10₹600
11 am – 5 pm concession5,000 units × ₹0.60−₹3,000
Before FPPAS and electricity duty₹1,28,190

If maximum demand reaches 110 kW in the same month, the first 100 kW costs ₹14,000 and the 10 kW above contract demand another ₹2,650.

Torrent Power Ahmedabad: HTMD-1 and LTMD-2 rates

Torrent Power in Ahmedabad and Gandhinagar bills demand in kW, not kVA, even on HT. Its peak hours are also different from the GUVNL DISCOMs: 6–8 am and 5–11 pm.

Billing demand is the highest of actual maximum demand, 85% of contract demand, and 100 kVA on HTMD-I (6 kVA on LTMD). Power factor on HTMD-I works like HTP-I: a penalty of 1% of energy charges for each 1% below 90% down to 85% and 2% for each 1% below 85%, but the rebate above 95% is a full 1% of energy charges for each 1%.

Where Gujarat plants usually save

  • Move flexible load into 11 am – 5 pm. A unit moved from a peak hour into these hours avoids the peak charge and earns the concession: ₹1.05 per unit on HTP-I up to 500 kVA and on LTMD, ₹1.45 above 500 kVA. On Torrent HT, moving a unit from the 5–11 pm peak into 11 am – 3 pm saves ₹1.10 (Ahmedabad up to 300 kW) to ₹1.30, and ₹0.95 (Surat up to 500 kVA) to ₹1.30. The TOD tariff guide covers which loads can move.
  • Keep maximum demand below contract demand. Every kVA above it costs ₹555 on HTP-I, against ₹150 below it.
  • Hold power factor above 0.95 on HTP-I. It turns a penalty into a rebate.
  • Check contract demand once a year. If maximum demand stays under 85% of contract demand, you pay for demand you do not use. The contract demand guide shows how to size it.

How KONDUKTOR® EMS helps

KONDUKTOR® EMS reads the multifunction meters already on your panels and shows, while the month is still running, the numbers this tariff bills you on.

  • Running maximum demand against contract demand, with a warning as it approaches.
  • Live power factor for each meter, so low power factor is caught the same day.
  • Hour-by-hour consumption, so you can see how much falls in peak hours and how much could move to 11 am – 5 pm.
  • Twelve months of maximum demand history to size contract demand.

Common questions

What are the peak hours in Gujarat for industrial consumers?+

Under the GERC tariff schedule from 1 April 2026, the two peak periods are 7 am to 11 am and 6 pm to 10 pm. HTP-I and LTMD consumers with a ToD meter pay an extra charge per unit used in these hours: 45 paise for HTP-I up to 500 kVA billing demand and for LTMD, and 85 paise for HTP-I above 500 kVA.

Is there a discount for using electricity between 11 am and 5 pm in Gujarat?+

Yes. HTP-I consumers get a concession of 60 paise per unit for energy used between 11 am and 5 pm. LTMD consumers get the same 60 paise concession if their meter records time of day (a ToD or smart meter).

What is the billing demand for HTP-I in Gujarat?+

The highest of three: the actual maximum demand in the month, 85% of the contract demand, and 100 kVA. For LTMD it is the highest of the actual maximum demand, 85% of the contract demand, and 6 kW.

What is the power factor penalty for HT consumers in Gujarat?+

For HTP-I, 1% of the energy charges for every 1% the monthly average power factor falls below 90% down to 85%, plus 2% of the energy charges for every 1% below 85%. Above 95% power factor, the consumer gets a rebate of 0.5% of the energy charges for every 1% above 95%.

What are the peak hours for Torrent Power Ahmedabad and Surat?+

6 am to 8 am and 5 pm to 11 pm, different from the 7–11 am and 6–10 pm peaks of the GUVNL DISCOMs. HT consumers pay 80 paise extra per unit in these hours in Ahmedabad up to 300 kW billing demand (100 paise above), and 65 paise in Surat up to 500 kVA (100 paise above). Energy used between 11 am and 3 pm gets a 30 paise rebate in both cities.
