Chhattisgarh industrial electricity tariff: HV-3, HV-4 and LV-5.
Every line on a Chhattisgarh factory bill, from CSERC’s tariff for CSPDCL, at the 2026-27 rates. Then a worked bill for a 500 kVA plant at 11 kV, and what one demand spike adds, because here it raises energy as well as demand.
Who this page covers
This page covers CSPDCL (Chhattisgarh State Power Distribution Company) on the Chhattisgarh State Electricity Regulatory Commission (CSERC) tariff order for FY 2026-27, dated 15 June 2026. The revised tariff applies from 1 July 2026.
- HV-3: other industrial and general purpose supply.
- HV-4: steel industries, with their own rates and a load factor rebate.
- LV-5: LT industry, up to 150 kW.
HV-3 and HV-4 rates
| Supply | HV-3 energy, per kVAh | HV-4 steel energy, per kVAh | Demand, per kVA a month |
|---|---|---|---|
| 220 kV | ₹6.95 | ₹6.40 | ₹400 |
| 132 kV | ₹7.10 | ₹6.55 | ₹400 |
| 33 kV, load factor above 15% | ₹7.55 | ₹7.05 | ₹400 |
| 33 kV, load factor up to 15% | ₹7.75 | ₹7.55 | ₹200 |
| 11 kV, load factor above 15% | ₹7.85 | ₹7.05 | ₹400 |
| 11 kV, load factor up to 15% | ₹8.15 | ₹7.85 | ₹200 |
The low load factor rate needs supply 100% from CSPDCL, and rolling mills have a 35% limit instead of 15%. Poha and murmura mills get a 5% energy discount. Contract demand limits are 60 to 500 kVA at 11 kV, 60 to 15,000 kVA at 33 kV, 4,000 to 40,000 kVA at 132 kV and 15,000 to 1,50,000 kVA at 220 kV. Above the limit for your voltage, energy costs 5% more.
LV-5 rates
| Band | Energy, per kWh | Demand, per kW a month | Bastar or Sarguja |
|---|---|---|---|
| Flour mills and similar, up to 18.7 kW | ₹5.35 | ₹80 | ₹4.85, ₹80 |
| Other industry, up to 18.7 kW | ₹6.35 | ₹120 | ₹5.35, ₹100 |
| Other industry, above 18.7 kW | ₹7.10 | ₹150 | ₹6.60, ₹130 |
Rural areas other than Bastar and Sarguja divisions get a 5% energy rebate. Billing demand is the maximum demand or 85% of contract demand, whichever is higher, rounded up, on a 30-minute sliding window. Above contract demand, demand and units in the excess are billed at 1.5 times the normal rate up to 20% and 2 times beyond it, as at HV.
Billing demand and excess supply
At HV, billing demand is the maximum demand or 85% of contract demand, whichever is higher, rounded up to the next whole number, on a 15-minute sliding window.
Above contract demand, Chhattisgarh bills both demand and units in the excess at more than the normal rate, whatever the hour:
| Excess demand | Demand and energy on the excess |
|---|---|
| Up to 20% of contract demand | 1.5 times the normal rate |
| Beyond 20% of contract demand | 2 times the normal rate |
Excess units are worked out from the month’s units: excess units = units × (1 − contract demand ÷ maximum demand). So a spike raises the rate on part of the month’s energy as well as on the kVA. We read the 1.5 and 2 times as tiers on the two parts of the excess. Check how your bill applies it above 120%.
kVAh billing and power factor
HV energy is in kVAh, so a low power factor raises the units themselves. At 0.90, 1,35,000 kWh is billed as 1,50,000 kVAh; at 0.98 it would be about 1,37,755 kVAh, about ₹96,000 less a month at ₹7.85 before the time-of-day split.
LV-5 is in kWh and has a power factor line on energy charges against a target of 0.90:
| LV-5 power factor | Adjustment on energy |
|---|---|
| 0.99 and above | 5% incentive |
| 0.90 to below 0.91 | 0.5% incentive, rising 0.5% per point |
| 0.89 to below 0.90 | 1% surcharge, rising 1% per point |
| 0.81 to below 0.82 | 9% surcharge |
| Below 0.81 | 10% surcharge |
Power factor of 0.70 or less for more than 2 months can bring a disconnection notice. Where welding transformers are more than 25% of the load and power factor is below 0.90, 75 paise per kWh is added.
Time of day
| Period | Hours | HV energy rate | LV energy rate |
|---|---|---|---|
| Solar, off-peak | 9 am to 5 pm | 80% | 95% |
| Peak | 5 pm to 11 pm | 120% | 105% |
| Normal | 11 pm to 9 am | 100% | 100% |
LV time of day applies above 10 kW with smart meters, from the next billing cycle after installation. Excess supply is always at 1.5 or 2 times the normal rate, irrespective of the hour.
Steel load factor rebate
HV-4 gets a rebate on billed energy: 1% at 51% load factor, rising 1% per point, up to 25% at 75% and above. There is none up to 50.99%, and none on FPPAS or excess energy. Load factor is rounded down and 30 hours a month of power-off time is counted. The order does not print the formula, so take your load factor from your bill.
Other lines on the bill
- FPPAS is a percentage on energy charges, monthly. The percentage and amount are shown on the bill.
- Delayed payment surcharge: 0.04% a day.
- HV bills are rounded to the nearest ₹10.
- Electricity duty is extra, set by the State Government.
Worked example: a 500 kVA plant at 11 kV
An illustrative HV-3 plant at 11 kV with contract demand 500 kVA. Its maximum demand is 470 kVA and it uses 1,50,000 kVAh: 45,000 at normal hours, 75,000 in solar hours and 30,000 in peak hours.
| Bill line | Working | Amount |
|---|---|---|
| Demand charge | 470 kVA × ₹400 | ₹1,88,000 |
| Energy, normal hours | 45,000 kVAh × ₹7.85 | ₹3,53,250 |
| Energy, solar hours | 75,000 kVAh × ₹6.28 | ₹4,71,000 |
| Energy, peak hours | 30,000 kVAh × ₹9.42 | ₹2,82,600 |
| Before FPPAS and duty | About ₹8.63 per kVAh | ₹12,94,850 |

What one demand spike costs
This plant has one bad 15 minutes and reaches 560 kVA. The demand charge moves to the full 500 kVA, ₹2,00,000. The 60 kVA above it are at 1.5 times ₹400: ₹36,000. And because the rule applies to units as well, about 16,071 kVAh are billed at 1.5 times: that adds ₹70,650 to energy.
The bill goes from ₹12,94,850 to ₹14,13,500: ₹1,18,650 more, for one 15-minute block. At 620 kVA, beyond 20%, the excess demand line is ₹76,000 and the bill is ₹15,29,470: ₹2,34,620 more.
Where Chhattisgarh plants usually save
- Keep maximum demand at or below contract demand. Here a crossing raises energy on the excess share as well as the demand charge.
- Move load out of 5 pm to 11 pm. At 11 kV, each kVAh moved to 9 am to 5 pm saves ₹3.14 on HV-3.
- Size contract demand to real demand. The floor is 85%. At 400 kVA of real demand on a 500 kVA contract you pay for 425, so the unused 25 kVA costs ₹10,000 a month.
- Steel: chase the load factor rebate. It goes up to 25% of billed energy at 75% load factor.
- Keep power factor near unity. With kVAh billing at HV, every point lost is paid for in units.
How KONDUKTOR® EMS helps
KONDUKTOR® EMS reads the multifunction meters already on your panels and shows, while the month is still running, the numbers this tariff bills you on.
- Running maximum demand on 15-minute blocks against contract demand, with a warning before the line.
- kVAh in solar, peak and normal hours, for each meter.
- Running load factor for steel plants, to see the rebate band you are heading for.
- Power factor for each meter, so a drop that inflates kVAh is caught the same day.
Common questions
What is the HT industrial electricity tariff in Chhattisgarh?+
For 2026-27, HV-3 at 11 kV pays ₹400 per kVA a month and ₹7.85 per kVAh, ₹7.55 at 33 kV, ₹7.10 at 132 kV and ₹6.95 at 220 kV, with lower demand and higher energy rates at load factor up to 15%. Time-of-day changes apply: 80% in solar hours and 120% in peak hours. FPPAS and electricity duty are extra.
What is the tariff for steel plants in Chhattisgarh?+
HV-4 pays ₹400 per kVA a month and ₹7.05 per kVAh at 11 and 33 kV, ₹6.55 at 132 kV and ₹6.40 at 220 kV, with a rebate on billed energy from 1% at 51% load factor up to 25% at 75% and above.
What is the penalty for exceeding contract demand in Chhattisgarh?+
Demand and units in the excess are billed at 1.5 times the normal rate for excess up to 20% of contract demand, and at 2 times beyond that, whatever the hour. A 500 kVA plant reaching 560 kVA pays ₹36,000 on the 60 kVA and about ₹70,650 more on energy: ₹1,18,650 more on the bill.
How much is the minimum demand charge in Chhattisgarh?+
Billing demand is the maximum demand or 85% of contract demand, whichever is higher, rounded up to the next whole number. So a plant that draws less than 85% still pays for 85%.
What are the time-of-day hours in Chhattisgarh?+
Solar off-peak is 9 am to 5 pm, peak is 5 pm to 11 pm, and normal is 11 pm to 9 am. HV energy is 80%, 120% and 100% of the normal rate. LV is 95%, 105% and 100%, for supply above 10 kW with smart meters.
Is there a power factor penalty in Chhattisgarh?+
At HV, no separate line: energy is in kVAh, so a low power factor raises the billed units. LV-5 is in kWh, with a surcharge from 1% just below 0.90 up to 10%, and an incentive from 0.5% at 0.90 up to 5% at 0.99.
When did the 2026-27 tariff start in Chhattisgarh?+
The CSERC order is dated 15 June 2026 and the revised tariff applies from 1 July 2026.
