Haryana industrial electricity tariff: HT and LT supply.
Every line on a Haryana factory bill, from HERC’s tariff for UHBVN and DHBVN, at the 2026-27 rates. Then a worked bill for a 500 kVA plant at 11 kV, and what one demand spike above 110% of contract demand adds to it.
Who this page covers
Haryana has two distribution companies on one tariff, set by the Haryana Electricity Regulatory Commission (HERC): UHBVN (Uttar Haryana Bijli Vitran Nigam, the north) and DHBVN (Dakshin Haryana Bijli Vitran Nigam, the south, including Gurugram and Faridabad).
- HT supply: industry and non-domestic supply above 50 kW, in one category. Existing LT connections of 50 to 70 kW were moved into it.
- LT supply: the same kinds of supply up to 50 kW, priced by connected load.
HERC’s tariff order of 25 March 2026 kept the 2025-26 rates unchanged for 2026-27, billed from 1 April 2026. Both DISCOMs issued the same tariff schedule.
HT supply rates
| Supply voltage | Energy charge | Fixed charge, a month |
|---|---|---|
| 11 kV | ₹6.95 per kVAh | ₹290 per kVA of contract demand |
| 33 kV | ₹6.85 per kVAh | ₹290 per kVA |
| 66 or 132 kV | ₹6.75 per kVAh | ₹290 per kVA |
| 220 kV | ₹6.70 per kVAh | ₹290 per kVA |
| 400 kV | ₹6.55 per kVAh | ₹290 per kVA |
| Arc furnace or steel rolling mill at 11 kV | ₹7.25 per kVAh | ₹290 per kVA |
The fixed charge is on the sanctioned contract demand, not on the maximum demand, so it is the same every month. There is no minimum monthly charge: fixed charges replaced it. Arc furnaces and rolling mills at 33 kV and above pay the normal rate for their voltage.
LT supply rates
| Connected load | Energy charge | Fixed charge, a month |
|---|---|---|
| Up to 10 kW | ₹6.45 per kVAh | ₹100 per kW |
| Above 10 kW, up to 20 kW | ₹6.80 per kVAh | ₹100 per kW |
| Above 20 kW, up to 50 kW | ₹6.60 per kVAh | ₹250 per kW |
The band is set by connected load, and the whole month’s units are billed at that band’s rate. The fixed charge is per kW of connected load or part of it, so 15.5 kW pays for 16 kW.
The surcharge above 110% of contract demand
From 29 July 2026, HERC’s Supply Code amendment changed what an HT consumer pays when maximum demand goes above contract demand. The surcharge is not on the extra kVA. It is a percentage of the charges for the total sale of power in that month.
| Maximum demand in the month | Surcharge |
|---|---|
| Up to 110% of contract demand | None |
| Above 110%, up to 115% | 20% |
| Above 115% | 25% |
One half-hour is enough: the month’s maximum demand is a single reading. A 500 kVA plant can reach 550 kVA without a surcharge; at 551 kVA, the whole month’s bill goes up by a fifth. The MD penalty guide explains how one spike sets a month’s charge.
kVAh billing and power factor
HT and LT energy are billed in kVAh, so there is no separate power factor penalty or incentive: a low power factor raises the units themselves. A plant that uses 1,35,000 kWh at a power factor of 0.90 is billed for 1,50,000 kVAh. At 0.98 it would be billed for about 1,37,755 kVAh, about ₹85,000 less a month at ₹6.95. Where an LT meter cannot record kVAh, the bill is in kWh until a kVAh meter is fitted. The kVAh billing guide explains the difference.
Time of day: none in 2026-27
Haryana has no time-of-day charge or rebate in 2026-27. The optional night scheme of 2025-26, ₹4.25 per kVAh at 11 or 33 kV and ₹3.75 at 66 kV and above for extra units used from 10 pm to 5:30 am between November and March, ended on 31 March 2026. HERC has asked the DISCOMs for a fresh proposal, so check for a new circular before planning night shifts around it.
Per-unit charges and rebates
- FPPAS (fuel and power purchase adjustment surcharge) is 47 paise a unit, continued by UHBVN’s circular of 19 June 2026 until further orders. Consumers using under 200 units a month are exempt.
- Prepaid smart meter: a 5% rebate on the fixed and energy charges, under HERC’s prepaid smart metering regulations.
- Power tariff subsidy ended: the State’s ₹2 a unit subsidy for industries of 20 kW or less in C and D category blocks ended on 29 July 2026. UHBVN’s circular of 2 November 2026 recovers any subsidy given after that date through the bills.
Electricity duty and municipal or panchayat tax are levied on top under State Government notifications; take their rates from your latest bill. They are not part of the HERC tariff.
Worked example: a 500 kVA plant at 11 kV
An illustrative HT plant at 11 kV with a contract demand of 500 kVA and a postpaid meter. Its maximum demand is 470 kVA, 94% of contract demand, and it uses 1,50,000 kVAh in the month.
| Bill line | Working | Amount |
|---|---|---|
| Fixed charge | 500 kVA × ₹290 | ₹1,45,000 |
| Energy charge | 1,50,000 kVAh × ₹6.95 | ₹10,42,500 |
| Surcharge above 110% | 470 kVA is within 550 kVA | ₹0 |
| FPPAS | 1,50,000 kVAh × 47 paise | ₹70,500 |
| Before electricity duty | About ₹8.39 per kVAh | ₹12,58,000 |

With a prepaid smart meter the same month is ₹59,375 less, at ₹11,98,625.
What one demand spike costs
Suppose the same plant has one bad half-hour, say several heavy motors restarting together after a power cut, and maximum demand reaches 560 kVA, 112% of contract demand. The fixed charge does not change, but the 20% surcharge applies to the month’s fixed and energy charges of ₹11,87,500. The bill goes from ₹12,58,000 to ₹14,95,500: ₹2,37,500 more, for one half-hour. At 580 kVA, 116%, the surcharge is 25%: ₹2,96,875.
HERC levies the surcharge on the charges for the total sale of power in the month. This example takes that as the fixed and energy charges; check how your bill applies it.
Where Haryana plants usually save
- Keep maximum demand at or below 110% of contract demand. On this plant, crossing 550 kVA for one half-hour costs ₹2,37,500.
- Keep power factor near unity. With kVAh billing, every point of power factor lost is paid for in units.
- Size contract demand to real demand. The fixed charge is on contract demand, so 50 kVA you never use costs ₹14,500 a month. Leave headroom for the 110% line.
- Reducing load is cheaper now. From 29 July 2026, an HT consumer can cut contract demand for a processing fee of at most ₹20,000 if the supply voltage does not change, and restore it within three years without service connection charges. One reduction and one restoration are allowed, each with a six-month lock-in.
- Ask about a prepaid smart meter. It takes 5% off the fixed and energy charges.
How KONDUKTOR® EMS helps
KONDUKTOR® EMS reads the multifunction meters already on your panels and shows, while the month is still running, the numbers this tariff bills you on.
- Running maximum demand against contract demand, with a warning well before the 110% line.
- Power factor for each meter, so a drop that inflates kVAh is caught the same day.
- kWh and kVAh for each meter, so you see the units a low power factor adds.
- Twelve months of maximum demand history, to size contract demand.
Common questions
What is the HT industrial electricity tariff in Haryana?+
For 2026-27, HT supply above 50 kW on UHBVN and DHBVN pays a fixed charge of ₹290 per kVA of contract demand a month and an energy charge of ₹6.95 per kVAh at 11 kV, ₹6.85 at 33 kV, ₹6.75 at 66 or 132 kV, ₹6.70 at 220 kV and ₹6.55 at 400 kV. Arc furnaces and steel rolling mills at 11 kV pay ₹7.25. HERC kept the 2025-26 rates unchanged. FPPAS, electricity duty and municipal or panchayat tax are added on top.
What is the LT industrial tariff in Haryana?+
LT supply up to 50 kW is priced by connected load: ₹6.45 per kVAh and ₹100 per kW a month up to 10 kW, ₹6.80 and ₹100 above 10 kW up to 20 kW, and ₹6.60 and ₹250 above 20 kW up to 50 kW. Above 50 kW the connection is billed as HT supply.
What is the penalty for exceeding contract demand in Haryana?+
From 29 July 2026, if maximum demand goes above 110% of contract demand, a 20% surcharge is levied on the charges for the total sale of power that month, and above 115% the surcharge is 25%. Up to 110% there is no surcharge. For a 500 kVA plant with a ₹11,87,500 fixed and energy charge, reaching 560 kVA adds ₹2,37,500.
Is there a power factor penalty in Haryana?+
No separate one. HT and LT supply are billed in kVAh, so a low power factor raises the billed units instead. At 0.90, 1,35,000 kWh is billed as 1,50,000 kVAh; at 0.98 it would be about 1,37,755 kVAh.
Is there a ToD tariff in Haryana in 2026-27?+
Not as of November 2026. The optional night-time concession of 2025-26, for extra units used from 10 pm to 5:30 am between November and March, ended on 31 March 2026, and no time-of-day tariff has been notified for 2026-27. Check for a new DISCOM circular before planning night shifts around it.
What is the FPPAS on a UHBVN or DHBVN bill?+
The fuel and power purchase adjustment surcharge is 47 paise a unit, continued by UHBVN’s circular of 19 June 2026 until further orders. Consumers using under 200 units a month are exempt.
Can an HT consumer in Haryana reduce contract demand?+
Yes. From 29 July 2026, an HT consumer can reduce load or contract demand for a processing fee of at most ₹20,000 if the supply voltage does not change, and restore it to the original level within three years without service connection charges. One reduction and one restoration are allowed, each with a six-month lock-in.
