State tariff guide
Odisha industrial electricity tariff: HT and LT supply.
Every line on an Odisha factory bill, from OERC’s order for all four DISCOMs, at the 2026-27 rates. Then a worked bill for a 500 kVA plant at 11 kV, and why the hour of one demand spike decides what it costs.
Who this page covers
Odisha has four distribution companies on one tariff, set by the Odisha Electricity Regulatory Commission (OERC): TPCODL, TPNODL, TPWODL and TPSODL. OERC’s common order of 24 March 2026 applies from 1 April 2026 until further order.
- HT and EHT supply: Large Industry, Power Intensive Industry, Mini Steel Plants and General Purpose from 110 kVA, on one rate, and HT Industrial (M) Supply at a lower demand rate.
- LT supply: LT Industrial (S) below 22 kVA, LT Industrial (M) from 22 to below 110 kVA, and Large Industry at LT from 110 kVA.
HT and EHT rates
| Category | Demand charge, a month | Customer service, a month |
|---|---|---|
| HT Large Industry and similar | ₹250 per kVA | ₹250 |
| EHT Large Industry and similar | ₹250 per kVA | ₹700 |
| HT Industrial (M) Supply | ₹150 per kVA | ₹250 |
Energy is graded by load factor and billed in kVAh. Units up to the 60% load factor point are billed at the first rate, and only units beyond it at the second.
| Load factor | HT, per kVAh | EHT, per kVAh |
|---|---|---|
| Units up to 60% | ₹5.85 | ₹5.80 |
| Units above 60% | ₹4.75 | ₹4.70 |
For supply of 100 kW and above, load factor is units ÷ (maximum demand × hours), so the power factor cancels: it is kVAh ÷ (kVA × hours). Hours are the billing period less allowable interruption hours. OERC sets 60 hours a month as the limit and makes no deduction at 60 hours or less, so check how your bill counts them. A plant at 470 kVA over 720 hours reaches the 60% point at 2,03,040 kVAh.
LT rates
| Category | Energy, per kWh | Fixed or demand charge, a month |
|---|---|---|
| LT Industrial (S), below 22 kVA | ₹6.20 | ₹80 first kVA, ₹35 each further kVA |
| LT Industrial (M), 22 to below 110 kVA | ₹6.20 | ₹100 first kVA, ₹80 each further kVA |
| Large Industry LT, 110 kVA and above | ₹6.20 | ₹200 per kVA, ₹30 customer service |
Below 110 kVA, the recorded demand, rounded to the nearest 0.5 kW, counts as your contract demand and sets the fixed charge, and the charge follows the highest demand recorded in the financial year.
Billing demand and overdrawal
The demand charge is on the recorded maximum demand or 80% of contract demand, whichever is higher. A new provision for three-part tariff above 110 kVA took effect on 1 July 2026, after each meter is configured for it, and it separates demand by time of day:
| What happened in the month | Demand charge on | Penalty |
|---|---|---|
| Peak-hour demand within contract demand, other hours within 120% | 80% of contract demand or Peak-hour demand, whichever is higher | None |
| Peak-hour demand within contract demand, other hours above 120% | The same | ₹250 per kVA on the part above 120% |
| Peak-hour demand above contract demand | The highest demand | ₹250 per kVA on all of it above contract demand, at any hour |
So what matters most is keeping demand within contract demand from 6 pm to midnight. Until your meter is configured for the rule, your bill follows the general rule: recorded maximum demand or 80% of contract demand. Check which one your bill uses.
kVAh billing and power factor
HT and EHT energy is in kVAh, so a low power factor raises the units themselves. A plant that uses 1,35,000 kWh at 0.90 is billed for 1,50,000 kVAh; at 0.98 it would be about 1,37,755 kVAh, about ₹72,000 less a month at ₹5.85. LT supply is billed in kWh. The kVAh billing guide explains the difference.
Time of day from 1 July 2026
Time of day applies from 1 July 2026 to smart and AMR meters with contract demand above 10 kW, except irrigation, pumping and agriculture.
| Period | Hours | Energy rate |
|---|---|---|
| Solar | 8 am to 4 pm | 10% below the normal rate |
| Peak | 6 pm to midnight | 10% above the normal rate |
| Normal | 4 pm to 6 pm, midnight to 8 am | Normal rate |
Rebates and other lines
- HT Large Industry and similar: 1% of the monthly bill, excluding arrears, if paid within 3 working days of presentation.

- 33 kV without a captive plant, up to 10 MVA: by agreement, you can draw up to double contract demand with no penalty at a minimum 80% load factor, with ₹5.00 per kVAh beyond 80% of contract demand.
- Meter rent: ₹1,000 a month at 11 kV and ₹2,000 at 33 kV, for 60 months.
Electricity duty is levied on top by the State Government. Take its rate from your latest bill.
Worked example: a 500 kVA plant at 11 kV
An illustrative HT Large Industry plant with contract demand 500 kVA. Its highest demand is 470 kVA in Peak hours and outside them, and it uses 1,50,000 kVAh over 720 hours: 75,000 in Solar hours and 30,000 in Peak hours.
| Bill line | Working | Amount |
|---|---|---|
| Demand charge | 470 kVA × ₹250 | ₹1,17,500 |
| Energy charge | 1,50,000 kVAh × ₹5.85 (load factor 44.3%) | ₹8,77,500 |
| Solar-hour change | 75,000 kVAh × ₹5.85 × 10% | −₹43,875 |
| Peak-hour change | 30,000 kVAh × ₹5.85 × 10% | ₹17,550 |
| Customer service charge | HT | ₹250 |
| Before duty and meter rent | About ₹6.46 per kVAh | ₹9,68,925 |

Double the units and the plant passes the 60% point. At 3,00,000 kVAh on the same 470 kVA, with the same share in Solar and Peak hours, the bill is ₹17,16,644: about ₹5.72 per kVAh, against ₹6.46.
What one demand spike costs
Under the 1 July rule, when the spike happens decides the cost. Say this plant reaches 560 kVA in one short spike.
- Outside Peak hours: 112% of contract demand is within 120%, and Peak-hour demand stayed within contract demand. No charge on it. The bill stays ₹9,68,925.
- In Peak hours, 6 pm to midnight: the 120% allowance is gone. The demand charge moves to 560 kVA, and ₹250 per kVA applies to the 60 kVA above contract demand. Those 60 kVA cost ₹30,000, and the bill goes to ₹10,06,425, ₹37,500 more.
- At 620 kVA outside Peak hours: ₹250 on the 20 kVA above 120%, ₹5,000.
Where Odisha plants usually save
- Move heavy load out of 6 pm to midnight. Peak-hour demand within contract demand is what keeps the 120% allowance, and Peak units cost 10% more.
- Run more in Solar hours. From 8 am to 4 pm each kVAh is 10% cheaper.
- Raise load factor past 60%. Every kVAh above that point drops from ₹5.85 to ₹4.75 at HT.
- Keep power factor near unity. With kVAh billing, every point lost is paid for in units.
- Size contract demand to real demand. The floor is 80%. At 350 kVA of real demand on a 500 kVA contract you pay for 400, so the unused 50 kVA costs ₹12,500 a month.
How KONDUKTOR® EMS helps
KONDUKTOR® EMS reads the multifunction meters already on your panels and shows, while the month is still running, the numbers this tariff bills you on.
- Maximum demand kept apart for Peak hours and other hours, against contract demand.
- Running load factor, so you see how close you are to the 60% point.
- kVAh in Solar, Peak and Normal hours, for each meter.
- Power factor for each meter, so a drop that inflates kVAh is caught the same day.
Common questions
What is the HT industrial electricity tariff in Odisha?+
For 2026-27, HT Large Industry on all four DISCOMs pays ₹250 per kVA a month, ₹250 customer service, and ₹5.85 per kVAh up to 60% load factor and ₹4.75 per kVAh above it. EHT is ₹250 per kVA, ₹700 customer service, ₹5.80 and ₹4.70. HT Industrial (M) Supply pays ₹150 per kVA. Electricity duty is extra.
What is the penalty for exceeding contract demand in Odisha?+
From 1 July 2026, after meter configuration, on three-part tariff above 110 kVA: up to 120% of contract demand outside Peak hours there is no penalty, if Peak-hour demand stays within contract demand. Above 120%, ₹250 per kVA on the part above 120%. If Peak-hour demand crosses contract demand, ₹250 per kVA on all of it above contract demand. A 500 kVA plant reaching 560 kVA in Peak hours pays ₹30,000 on the 60 kVA.
How does the load factor rate work in Odisha?+
Units up to the 60% load factor point are billed at ₹5.85 per kVAh at HT, and only units beyond it at ₹4.75. Load factor for supply of 100 kW and above is units divided by maximum demand times hours, under Regulation 2(42) of the Odisha Supply Code 2019.
What are the time-of-day hours in Odisha?+
From 1 July 2026, for smart and AMR meters above 10 kW: Solar 8 am to 4 pm at 10% below the normal rate, Peak 6 pm to midnight at 10% above it, and Normal at other hours. Irrigation, pumping and agriculture are excluded.
Is Odisha billing in kWh or kVAh?+
HT and EHT energy is billed in kVAh, so a low power factor raises the billed units. LT supply is billed in kWh.
What rebates can an Odisha industry get?+
HT Large Industry and similar: 1% of the monthly bill if paid within 3 working days of presentation. LT Industrial (S): 10 paise a unit if paid by the due date, and LT Industrial (S) and (M) a further 10 paise if load factor is above 30%. Prepaid: 4%. Steel plants without a captive plant have a separate load factor rebate.
