Jharkhand industrial electricity tariff: HTS, HTSS and LTIS.

Every line on a JBVNL factory bill, from JSERC’s tariff order, at the 2026-27 rates. Then a worked bill for a 500 kVA plant, and the cliff waiting at 110% of contract demand.

Who this page covers

This page covers JBVNL (Jharkhand Bijli Vitran Nigam Limited) on the Jharkhand State Electricity Regulatory Commission (JSERC) order of 25 March 2026, with the tariff for FY 2026-27 applicable from 1 April 2026.

  • HTS: HT supply at 6.6 kV and above.
  • HTSS: induction and arc furnaces with contract demand of 300 kVA and above. Contract demand is set from furnace capacity. Casting units up to 500 kg melt are excluded.
  • LTIS: LT industry up to 100 kVA (85 kW).

DVC, Tata Steel UISL and SAIL Bokaro are separate licensees with their own orders. They are not covered here.

Rates

CategoryDemand, per kVA a monthEnergy, per kVAhBilling demand floor
HTS₹400₹6.4075% of contract demand
HTSS₹400₹5.8075% of contract demand
LTIS₹150₹6.6050% of contract demand

HT Institutional Service (HTIS), for railway traction, military engineering services and other licensees, is ₹400 and ₹6.50. Billing demand is the recorded maximum demand or the floor, whichever is higher. An LTIS connection that crosses 100 kVA more than three times moves to HTS.

Voltage rebates on energy, for those eligible at a lower voltage who opt to go up: 3% at 33 kV and 5% at 132 kV. There is none above 132 kV.

The charge above contract demand

Up to 110% of contract demand there is no penalty: you just pay the normal rate on what you drew. Above 110%, demand up to contract demand is at the normal rate and all the recorded demand above contract demand is at 1.5 times the normal rate.

So the line is a cliff. On a 500 kVA contract, 550 kVA costs ₹2,20,000 in demand. At 551 kVA it costs ₹2,00,000 plus ₹30,600: ₹10,600 more for one extra kVA.

kVAh billing and power factor

Energy is in kVAh, so a low power factor raises the units themselves. At 0.90, 1,35,000 kWh is billed as 1,50,000 kVAh. At 0.98 it would be about 1,37,755 kVAh, about ₹78,000 less a month at ₹6.40. The kVAh billing guide explains the difference.

Connections with inductive load must have shunt capacitors. After one month’s notice, a consumer without working capacitors pays a surcharge of 5% on the total billed amount until they are installed.

Load factor rebate

Above 65% load factor, the rebate is X% on total energy charges for each X% above 65%, up to 15%. It is monthly, and not given when there are arrears, except dues stayed by a court. The order does not print the load factor formula, so the calculator estimates it as kVAh ÷ (maximum demand × hours). Check against your bill.

Time of day

Time of day is optional for HTS.

PeriodHoursEnergy rate
Off-peak10 pm to 6 am85%
Normal10 am to 6 pm100%
Peak6 am to 10 am, 6 pm to 10 pm120%

Other lines on the bill

  • Fixed charge in proportion to supply hours: below a cut-off of 23 hours a day at HT and 21 hours at LT.
  • Prepaid: 3% of energy charges. Delayed billing: a 1% rebate.
  • FPPCA follows JSERC’s regulations and is shown on the bill.
  • Electricity duty is separate. Delayed payment surcharge and the prompt payment rebate follow the regulations, not the rate schedule: read them from your bill.

Worked example: a 500 kVA plant on HTS

An illustrative HTS plant with contract demand 500 kVA. Its maximum demand is 470 kVA and it uses 1,50,000 kVAh over 720 hours, on the flat rate.

Bill lineWorkingAmount
Demand charge470 kVA × ₹400₹1,88,000
Energy charge1,50,000 kVAh × ₹6.40₹9,60,000
Load factor rebate44.3%, none below 65%₹0
Before FPPCA and dutyAbout ₹7.65 per kVAh₹11,48,000

What one demand spike costs

One short spike takes this plant to 560 kVA, 112% of contract demand. The demand charge moves to the full 500 kVA, ₹2,00,000, and the 60 kVA above it are at 1.5 times ₹400: ₹36,000. The demand lines go from ₹1,88,000 to ₹2,36,000, and the bill to ₹11,96,000: ₹48,000 more.

Had the same spike stopped at 550 kVA, it would have paid ₹11,80,000: no penalty, only the normal rate. The last 10 kVA cost ₹16,000.

Where Jharkhand plants usually save

  • Stay at or below 110%. That is where the rate on everything above contract demand jumps to 1.5 times.
  • Lift load factor above 65%. At 350 kVA and 2,00,000 kVAh over 720 hours, about 79.4%, the estimated rebate is ₹1,83,873 a month.
  • Size contract demand to real demand. The HTS floor is 75%. At 300 kVA of real demand on a 500 kVA contract you pay for 375, so the unused 75 kVA costs ₹30,000 a month.
  • Test optional time of day against your load. It helps if your plant runs at night; a morning and evening load pays 120%.
  • Keep power factor near unity and capacitors working. Every point lost is paid for in units, and missing capacitors can cost 5% of the bill.

How KONDUKTOR® EMS helps

KONDUKTOR® EMS reads the multifunction meters already on your panels and shows, while the month is still running, the numbers this tariff bills you on.

  • Running maximum demand against contract demand and the 110% line, with a warning before it.
  • Running load factor, so you see how close you are to the 65% rebate.
  • kVAh in each time-of-day period, for each meter, to test the optional rates.
  • Power factor for each meter, so a failed capacitor bank is caught the same day.

Common questions

What is the HT industrial electricity tariff in Jharkhand?+

For 2026-27, JBVNL HTS pays ₹400 per kVA a month and ₹6.40 per kVAh. HTSS, for induction and arc furnaces, pays ₹400 and ₹5.80. FPPCA and electricity duty are extra.

What is the penalty for exceeding contract demand in Jharkhand?+

None up to 110% of contract demand. Above 110%, all recorded demand above contract demand is billed at 1.5 times the normal rate. A 500 kVA HTS plant reaching 560 kVA pays ₹36,000 on the 60 kVA. At 550 kVA it pays no penalty.

What is the billing demand in Jharkhand?+

For HTS, the recorded maximum demand or 75% of contract demand, whichever is higher. For LTIS, the recorded maximum demand or 50% of contract demand, whichever is higher.

How does the load factor rebate work in Jharkhand?+

Above 65% load factor, the rebate is X% on total energy charges for each X% above 65%, up to 15%. It is monthly, and not given when there are arrears, except dues stayed by a court.

Is time of day compulsory in Jharkhand?+

No, it is optional for HTS. Off-peak from 10 pm to 6 am is 85% of the normal rate, 10 am to 6 pm is 100%, and peak from 6 am to 10 am and 6 pm to 10 pm is 120%.

Is Jharkhand billing in kWh or kVAh?+

HTS, HTSS and LTIS energy is in kVAh, so a low power factor raises the billed units.

Does this page cover DVC and Tata Steel UISL?+

No. DVC, Tata Steel UISL and SAIL Bokaro have their own JSERC orders. This page covers JBVNL only.
