Who this page covers
This page covers HPSEBL (Himachal Pradesh State Electricity Board Limited) on the Himachal Pradesh Electricity Regulatory Commission (HPERC) tariff order for FY 2026-27, dated 25 March 2026, in force from 1 April 2026.
- LIPS: large industry, contract demand above 100 kVA.
- MIP: medium industry, above 50 and up to 100 kVA.
- SIP: small industry, up to 50 kVA.
LIPS rates
| Supply | Demand, per kVA a month | Energy, per kVAh | Peak hours energy |
|---|---|---|---|
| 220 kV and above | ₹425 | ₹5.45 | ₹6.75 |
| 132 kV | ₹425 | ₹5.50 | ₹6.75 |
| 66 kV | ₹425 | ₹5.55 | ₹6.75 |
| HT-1, contract demand up to 1 MVA | ₹250 | ₹5.85 | ₹6.95 |
| HT-2, contract demand above 1 MVA | ₹400 | ₹5.60 | ₹6.95 |
Peak hours are 6:30 pm to 10 pm. There is no separate fixed charge. Rates exclude electricity duty.
Billed demand is the actual maximum demand on a 30-minute block or 85% of contract demand, whichever is higher, with contract demand as its ceiling.
Note the step at 1 MVA. Above it, the demand rate is ₹400, not ₹250, while the energy rate is 25 paise lower.
MIP and SIP rates
| Category | Demand or fixed charge | Energy | Peak hours energy |
|---|---|---|---|
| MIP, above 50 and up to 100 kVA | ₹120 per kVA | ₹5.60 per kVAh | ₹6.70 per kVAh |
| SIP, above 20 and up to 50 kVA, two part | ₹100 per kVA | ₹5.60 per kVAh | ₹6.90 per kVAh |
| SIP, up to 20 kVA, single part | ₹155 a month | ₹5.71 per kWh | 1.35 times |
Two-part demand is billed on the same rule as LIPS: maximum demand on 30 minutes or 85% of contract demand, up to contract demand.
Contract demand violation charge
Himachal’s line above contract demand is one of the steepest: three times the demand rate on the kVA above contract demand. On HT-1 that is ₹750 per excess kVA, in place of ₹250.
kVAh billing and power factor
LIPS, MIP and two-part SIP are billed in kVAh, so a low power factor raises the units and no separate power factor surcharge applies. Single-part SIP, up to 20 kVA, is in kWh and does carry a power factor surcharge. The kVAh billing guide explains the difference.
Lower voltage surcharges
Taking supply below the standard voltage for your load adds a Lower Voltage Supply Surcharge on energy charges, for each step down:
| Standard supply voltage | Actual supply voltage | Surcharge on energy |
|---|---|---|
| 11, 15 or 22 kV | LT or 2.2 kV | 5% |
| 33 kV | 11 or 22 kV | 3% |
| 66 kV | 33 kV | 2% |
| 132 kV and above | 66 kV | 2% |
So 33 kV standard taken below 11 kV is 8%. It is charged at half that rate on a dedicated feeder metered at the licensee’s sub-station, or if the surcharge falls due although contract demand is within the limit for the standard voltage. A consumer already on a lower voltage on 1 April 2025, with the standard voltage made available, must switch by 1 March 2027 or face disconnection after notice, and pays 0.33% a month compounding on energy charges from 1 April 2026 until then.
Where metering is on the lower voltage side of the transformer, because higher voltage metering is not available or not healthy, a Lower Voltage Metering Surcharge of 2% applies on energy charges.
Rebates and other lines
- Prepaid: 1.5% rebate on energy.
- New industries set up between 31 March 2023 and 31 March 2025: 15% on energy for 3 years, and in proportion for expansions.
- FPPAS is monthly, shown on your bill.
- Late payment surcharge: 1.5% a month or part of it, on outstanding excluding duty.
- Electricity duty is extra.
Worked example: a 500 kVA plant on HT-1
An illustrative HT-1 plant with contract demand 500 kVA. Its maximum demand is 470 kVA and it uses 1,50,000 kVAh, of which 22,000 fall in the 3.5 peak hours.
| Bill line | Working | Amount |
|---|---|---|
| Demand charge | 470 kVA × ₹250 | ₹1,17,500 |
| Energy, other hours | 1,28,000 kVAh × ₹5.85 | ₹7,48,800 |
| Energy, peak hours | 22,000 kVAh × ₹6.95 | ₹1,52,900 |
| Before FPPAS and duty | About ₹6.79 per kVAh | ₹10,19,200 |

What one demand spike costs
This plant has one bad half-hour, say several heavy motors restarting together after a power cut, and reaches 560 kVA. The demand charge moves to the full 500 kVA, ₹1,25,000, and the 60 kVA above it are at three times ₹250: ₹45,000.
The bill goes from ₹10,19,200 to ₹10,71,700: ₹52,500 more.
Where Himachal plants usually save
- Keep maximum demand at or below contract demand. Above it, each kVA costs three times the rate.
- Move load out of 6:30 pm to 10 pm. On HT-1, each kVAh moved saves ₹1.10, and on HT-2 ₹1.35.
- Check your supply voltage. Below the standard voltage, 2% to 8% is added to energy charges.
- Check which side of 1 MVA you should be on. ₹150 more per kVA above it, against 25 paise less per kVAh, depends on your load factor.
- Size contract demand to real demand. The floor is 85%. At 400 kVA of real demand on a 500 kVA contract you pay for 425, so the unused 25 kVA costs ₹6,250 a month on HT-1.
- Keep power factor near unity. With kVAh billing, every point lost is paid for in units.
How KONDUKTOR® EMS helps
KONDUKTOR® EMS reads the multifunction meters already on your panels and shows, while the month is still running, the numbers this tariff bills you on.
- Running maximum demand on 30-minute blocks against contract demand, with a warning before the line.
- kVAh in peak and other hours, for each meter.
- Power factor for each meter, so a drop that inflates kVAh is caught the same day.
- Twelve months of maximum demand history, to size contract demand.
Common questions

What is the penalty for exceeding contract demand in Himachal Pradesh?+
A contract demand violation charge of three times the demand rate on the kVA above contract demand. A 500 kVA HT-1 plant reaching 560 kVA pays ₹45,000 on the 60 kVA.
What is the billed demand in Himachal Pradesh?+
The actual maximum demand on a 30-minute block or 85% of contract demand, whichever is higher, with contract demand as its ceiling.
