Who this page covers

This page covers the three state DISCOMs of Rajasthan: JVVNL (Jaipur Vidyut Vitran Nigam), AVVNL (Ajmer) and JdVVNL (Jodhpur). They share one tariff, set by the Rajasthan Electricity Regulatory Commission (RERC). It also covers the private distribution franchisees that bill on the same tariff: CESC in Kota and Bharatpur (JVVNL areas), CESC in Bikaner (JdVVNL) and Tata Power in Ajmer (AVVNL).

  • HT-5 large industry: above 150 HP of connected load, or a contract or maximum demand above 125 kVA. Supply is at 11 kV up to 2,500 kVA, 33 kV from 2,500 to 8,000 kVA, and 132 or 220 kV above that.
  • HT-3 medium industry: 25 to 150 HP, or a demand up to 125 kVA, at 11 kV.
  • LT-6 medium industry: 25 to 150 HP, with a demand up to 50 kVA, at 400 volts.
  • LT-5 small industry: up to 25 HP.

The rates below apply for FY 2026-27 under RERC’s order of 30 March 2026 on the DISCOMs’ petitions for that year. The order keeps the energy and fixed charges of the 2025 tariff and its terms for billing demand, ToD, power factor and rebates, with a few changes noted below. As of 3 November 2026, it is the latest RERC tariff order we have found.

Industrial rates for FY 2026-27

CategoryFixed chargeEnergy chargeMinimum energy charge
HT-5 large industry₹380 per kVA of billing demand₹6.50 per kWh₹6.00 per kWh
HT-3 medium industry₹275 per kVA of billing demand₹6.50 per kWh₹6.00 per kWh
LT-6 medium industry₹150 per HP, or ₹275 per kVA with demand billing₹6.50 per kWh—
LT-5 small industry₹90 or ₹150 per HP, by last year’s average monthly units (up to or above 500)₹6.00 per kWh—

Energy is billed in kWh, not kVAh. HT-5 gets a voltage rebate on the energy charge: 3% at 33 kV, 4% at 132 kV and 5% at 220 kV. The minimum energy charge means that after every rebate, the energy charge cannot fall below ₹6.00 per unit on HT-5 and HT-3; if it does, the bill tops it up.

ToD hours: two peaks and a noon rebate

ToD applies to every connection above 10 kW except agriculture and, from FY 2026-27, public street lighting. It changes the energy charge only.

HoursEnergy chargeHT-5 at 11 kV, per kWh
6 – 8 am (morning peak)+5%₹6.825
8 am – noon, 4 – 6 pm, 10 pm – 6 amNormal₹6.50
12 – 4 pm (noon)−10%₹5.85
6 – 10 pm (evening peak)+10%₹7.15

A unit moved from the evening peak to noon saves ₹1.30, a fifth of the energy rate. The TOD tariff guide covers which loads can move.

Billing demand and excess demand

  • Billing demand is the higher of the maximum demand recorded in the month and 75% of contract demand. A 400 kVA contract pays for at least 300 kVA every month. Maximum demand is the highest average over a 30-minute (or 15-minute) block.
  • Excess demand: when maximum demand goes above 105% of contract demand, the whole fixed charge and energy charge for the month (before rebates, without duty) go up by the same percentage as the excess. A 400 kVA contract that reaches 450 kVA is 12.5% over, so both charges rise by 12.5%.
  • Two allowances on HT-5: if demand goes above 105% only once in the month (one half-hour) and stays within 110%, nothing extra is charged; and between 10 pm and 6 am the limit is 120% instead of 105%.
  • HT-3 follows the same 105% rule without the one-time allowance. If its maximum demand goes above 125 kVA more than twice in a financial year, the connection is moved to HT-5. An LT-6 connection that goes above 50 kVA three times in a year is moved to HT.

This rule is harsher than a charge on the excess kVA alone: one bad half-hour raises the energy charge on every unit of the month. The contract demand guide shows how to size it.

Power factor surcharge and incentive

HT-5, HT-3 and LT-6 pay a surcharge for low power factor and earn an incentive for high power factor, both as a percentage of the energy charge after the other rebates and surcharges:

  • Below 0.90: 1% surcharge for every 0.01 below 0.90.
  • 0.95 to 0.97: 0.5% incentive for every 0.01 above 0.95.
  • Above 0.97: a further 1% for every 0.01 above 0.97.

With CEA-compliant meters the same rates are worked in 0.001 steps. Power factor is the month’s kWh divided by kVAh. Below 0.70, the DISCOM can disconnect after three notices. The incentive counts towards the ₹6.00 minimum, so a plant already near the minimum gains less from it. On the worked bill below, a power factor of 0.85 instead of 0.96 adds ₹53,575 a month. See how to improve power factor.

Load factor and other rebates

  • Load factor rebate (HT-5): ₹0.15 per unit on the units above 50% load factor. Load factor is the month’s units divided by contract demand × 24 hours × 30 days. A 400 kVA plant reaches 50% at 1,44,000 units.
  • Incremental consumption rebate: ₹0.30 per unit on HT-5 (₹0.20 on HT-3) for units above the same month of the previous year.
  • New HT connection rebate: ₹0.30 per unit on HT-5 (₹0.20 on HT-3) for the first 12 months.

Government and PSU connections, and tourism units, do not get the incremental and new-connection rebates. The load factor calculator works out your load factor.

Other lines on the bill

A regulatory surcharge of ₹1.00 per unit is added to every industrial bill. It includes the monthly fuel and power purchase adjustment (FPPAS): if FPPAS is 20 paise in a month, the regulatory surcharge is 80 paise. A special fuel surcharge of 7.01 paise per unit recovers past fuel costs and continues in FY 2026-27. Electricity duty and cesses are levied by the Government of Rajasthan on top; take their rates from your latest bill. A prompt payment incentive of 0.15% of the energy and fixed charges is credited in the next bill if you pay 7 days before the due date, 0.35% if 10 days before. A plant with supply from two sources pays double fixed charges.

Worked example: a 400 kVA HT-5 plant

An illustrative HT-5 plant at 11 kV with a contract demand of 400 kVA. In one month its maximum demand is 380 kVA and it uses 1,50,000 kWh: 10,000 in the morning peak, 25,000 in the evening peak and 30,000 between 12 and 4 pm. Its power factor is 0.96.

Illustrative figures from the RERC order for FY 2026-27. The energy charge after rebates is about ₹6.46 per unit, above the ₹6.00 minimum. Paid 10 days early, about ₹3,898 comes back in the next bill. The DISCOM may round in its own way; check against your bill. Work out your own HT-5 or LT-6 bill with the electricity bill calculator.

In a slow month, the same plant pays for at least 300 kVA. If maximum demand falls to 280 kVA, it still pays ₹1,14,000 in fixed charge: ₹7,600 for 20 kVA it did not use.

What one demand spike costs on HT-5

Suppose the same plant has one bad half-hour in the day, say several heavy motors restarting together after a power cut, and maximum demand reaches 450 kVA. That is 112.5% of contract demand, above the 110% allowance. The fixed charge goes to ₹1,71,000 on 450 kVA, and both the fixed and energy charges go up by 12.5%: ₹1,43,250 more. The bill goes from ₹12,74,145 to ₹14,43,995: ₹1,69,850 more, for one interval. The MD penalty guide explains how to stop it.

Where Rajasthan plants usually save

  • Keep maximum demand within 105% of contract demand. Above it, the whole month’s fixed and energy charges rise.
  • Move flexible load from 6 – 10 pm to 12 – 4 pm. That is 20% of the energy rate on every unit moved.
  • Keep power factor above 0.97. Every 0.01 above it earns 1% of the energy charge; below 0.90 it costs 1%.
  • Keep load factor above 50%. Every unit above it earns 15 paise.
  • Check contract demand once a year, against twelve months of real maximum demand.

How KONDUKTOR® EMS helps

KONDUKTOR® EMS reads the multifunction meters already on your panels and shows, while the month is still running, the numbers this tariff bills you on.

  • Running maximum demand against contract demand, with a warning as it approaches 105%.
  • Power factor for each meter, so a drop is caught the same day.
  • Hourly energy, so you can see how much falls in the two peaks and at noon.
  • Twelve months of maximum demand history to size contract demand.

Common questions

What is the HT industrial tariff in Rajasthan?+

For FY 2026-27, a large industry on HT-5 with JVVNL, AVVNL or JdVVNL pays a fixed charge of ₹380 per kVA of billing demand per month and an energy charge of ₹6.50 per kWh, under RERC’s order of 30 March 2026. Supply at 33, 132 or 220 kV gets 3%, 4% or 5% off the energy charge, and the energy charge after all rebates cannot fall below ₹6.00 per unit. HT-3 medium industry pays ₹275 per kVA and ₹6.50 per kWh. ToD, power factor, the ₹1.00 regulatory surcharge, the special fuel surcharge and electricity duty are added on top.

What are the ToD hours in Rajasthan?+

Energy used from 6 to 8 am costs 5% more and from 6 to 10 pm 10% more. Energy used from noon to 4 pm costs 10% less. All other hours are billed at the normal rate. ToD applies to every connection above 10 kW except agriculture and public street lighting.

What is the minimum billing demand in Rajasthan?+

75% of contract demand. Billing demand on HT-5 and HT-3, and on LT-6 with demand billing, is the higher of the maximum demand recorded in the month and 75% of contract demand. A 400 kVA contract pays for at least 300 kVA every month.

What is the penalty for exceeding contract demand in Rajasthan?+

When maximum demand goes above 105% of contract demand, the month’s fixed and energy charges, before rebates, go up by the same percentage as the excess. A 400 kVA HT-5 plant that reaches 450 kVA is 12.5% over, so both charges rise by 12.5%. On HT-5, going above 105% only once in the month and within 110% is not charged, and between 10 pm and 6 am the limit is 120%.

How does the power factor surcharge work in Rajasthan?+

HT-5, HT-3 and LT-6 pay 1% of the energy charge for every 0.01 of power factor below 0.90. Above 0.95 they earn 0.5% for every 0.01 up to 0.97, and 1% for every 0.01 above 0.97. With CEA-compliant meters the same rates are worked in 0.001 steps. Below 0.70 the DISCOM can disconnect after three notices.

What is the regulatory surcharge on a Rajasthan electricity bill?+

₹1.00 per unit for industrial consumers in FY 2026-27. It includes the monthly fuel and power purchase adjustment (FPPAS): if FPPAS is 20 paise in a month, the regulatory surcharge is 80 paise. A separate special fuel surcharge of 7.01 paise per unit is also added.

Does this tariff apply in Kota, Bharatpur, Bikaner and Ajmer?+

Yes. CESC in Kota and Bharatpur, CESC in Bikaner and Tata Power in Ajmer supply electricity as distribution franchisees of JVVNL, JdVVNL and AVVNL. Their consumers are billed on the same RERC tariff as the DISCOM: for an HT-5 industry in FY 2026-27, ₹380 per kVA and ₹6.50 per kWh.
